An administrator must have FRP Recovery permissions to recover end users' Trellix FRP key authentication and removable media credentials.

Click Menu → User Management → Permission Sets → FRP Recovery.
Click Edit next to FRP Recovery .
Select Manage Recovery to enable an administrator to recover the credentials of end users.
Click Save.
